Isaiah 6
8 Then I heard the voice of the Lord, saying, “Whom shall I send, and who will go for Us?” Then I said, “Here am I. Send me!” 9 And He said, “Go, and tell this people:
Who will accept the call when the Lord reaches out to you and says go tell someone about Jesus Christ? If you are a born-again Christian, you have been called to do just that. Matthew 28 18-20 is speaking to each born-again Christian.
Jesus says:

18 And Jesus came up and spoke to them, saying, “All authority in heaven and on earth has been given to Me. 19 Go, therefore, and make disciples of all the nations, baptizing them in the name of the Father and the Son and the Holy Spirit, 20 teaching them to follow all that I commanded you; and behold, I am with you always, to the end of the age.”
